Terrorists,who are so inhuman,cruel,heartless creatures...
OR
the Politicians,who have always promised us all that they don't do...
OR
the Navy,who has made the way for these inhuman's to come easily by the sea route...
OR
the people, who have always sealed their lips seeing all this till now.

It is a chain, starting from we citizens who choose the bad politicians and they just do the rest. They don't do whatever they promise to and whatever is necessary, but they do everything that is not necessary and not promised.
